HELICASE unwinds the helix
The block proposer brings IBC packets in. Nobody signs them on Aether. Every validator checks the proof against the other chain's light client.
LIGASE joins a transfer to an escrow
Send an IBC transfer with an instruction in the memo and it opens, releases, or refunds an escrow. No Aether key required. If it fails, your chain refunds you.
Safety rule
Anything authorized from another chain can only move tokens that came in over IBC. AETH, governance, treasury and mining stay behind ML-DSA-44.
